Since 2010 ICAO, IATA and other prominent international aviation organizations have made substantial improvements in developing training and safety standards. But, the knowledge testing deficiencies noted in that report still remain relatively unchanged for several reasons. This presentation will address those inhibitors and recognize efforts by several prominent national/regional regulatory authorities to resolve them.

The presentation will then introduce PABC’s concept for: a) Enabling the industry to develop and operate a global ATP-level knowledge exam, b) Using this exam to confirm the preparedness of candidate pilots to enter the Initial New Hire (INH) company Indoctrination and Type Qualification training programs provided by airlines and business operators, and c) Proving the exam’s effectiveness, key features, fairness, functionality, security and sustainability over several years of operation.

This presentation will conclude with an overview of the timeline and cost involved in conducting the five (5) phases planned for this process, and a summary of the benefits to be derived from using this approach to gaining acceptance by ICAO and the NAAs of the world as an alternative means of compliance for NAA ATP-level exams.
