The phenomenon of rapid development of the aeronautic sector in the state of Querétaro, in Mexico, allows studying an atypical case of direct foreign investment that results into open innovation projects. The discursive contribution of government agents and foreign industrials with the evolution of funding programs fostered the creation of innovation capabilities, alliances and networks. Technological development projects with or without the academy hold success stories in the fields of knowledge transfer, industrial processes improvement and product design and development. The ties between actors from the aeronautic sector in Querétaro were studied by means of Social Network Analysis in the two complementary periods of: 2006-2013 and 2006-2015. The research shows significant correlations between participation in associations and technology development activity funded by the government to improve innovation in the industry. The graphs obtained exhibit nodes with higher values of centrality and prestige, both associated to a higher innovation potential. Comparison of social network graphs from 2013 and 2015 gave a dynamic representation of the aeronautics industry development in Querétaro State, in Mexico.
