This paper examines the ideation, venture creation, and ecosystem development capabilities within a region's population in order to determine whether the population has a mindset that supports an emerging technology cluster region, and the extent to which that mindset exists in native or immigrant populations. It uses a sample drawn from Johannesburg, South Africa as the developing cluster region, and compares the mindset of individuals in Johannesburg to a sample drawn from the U.S. ICT cluster region of Boston, MA, which was chosen due to its existence as a sustainable cluster region. The paper uses structural equation modeling to assess differences in ideation, venture creation and ecosystem development across the populations in the two regions.
