As clean energy, the wind power develops rapidly in China. However, according to the China National Energy Administration Regulatory Report, there are lots of Quality Management (QM) issues in the wind power construction projects, especially the management tools and methods lag behind other countries. Building Information Modeling (BIM) and Radio Frequency Identification (RFID) are the most popular technologies that can be used to collect, process, deliver, and store data in the construction industry, and a growing number of contractors are willing to use them in the quality management field. This paper focuses on using BIM-RFID to control Man, Machine, Material, Method, Measurement, and Environment (5M1E) factors in a wind power construction project to enhance the whole quality management level. A brief development status has been presented. The BIM and RFID technologies’ applicability has been described. The information flow and the potential obstacles of using BIM and RFID in the quality control and management have been discussed and handled. A pilot study has demonstrated that BIM-RFID technology can effectively manage the 5M1E factors and address the key issues that illustrated in the Regulatory Report. The used BIM-RFID structure and framework can serve as a reference for schedule control and safety management. Future research can focus on how to design and build a quality management system that could let the management work become standardized and systematic.
