In this contribution, we analyse the impact of changing policy environments on third sector organisations in Europe. Based on the results of systematic comparative research in seven European countries (Austria, Croatia, France, Germany, the Netherlands, Poland and Spain), we identify commonalities and differences between the countries, arriving at three country clusters with distinct characteristics. The third sector has on the whole proven resilient. However, not only have public and private funding decreased, the process for acquiring such funding has generally become more demanding, as have requirements to be accountable. In some countries, there are signs that more market-based, hybrid organisations are on the ascent, though it is too early to come to definitive conclusions.
