Creativity in the workplace is a growing distinct construct and an important issue in the public organizational management because it is an important resource that helps organizations in the public sector responds effectively to complex and growing challenges. Various factors can be attributed on employees' creative tendency, however, the contributory impact of diversity management-commitment of the public sector to recruit, retain, reward, and promote heterogeneous workers including people of different cultural orientations, race, physical attributes, skills, among others are yet to be explored.
In this article, the authors tried to determine the antecedent role of diversity management as well as the moderating role of employee empowerment in the employees' creative tendency. Especially we focus on four types of employee empowerment (Job skill/HRD, merit pay, feedback/information, and decision making process) to boost the relationship between diversity management and creative tendency. We seek to address the following research questions: 1) Diversity management would be associated with creative tendency? 2) Does employee empowerment significantly moderate the relationship between diversity management and creative tendency?
 Employing the 2015 Federal Employee Viewpoint Survey (FEVS) conducted by the U.S. Office of Personnel Management (OPM), we developed a conceptual model showing the relationships of the variables. We might argue that there are theoretical and practical implications of examining the different influence depending employee empowerment type. The implications of the research findings for effective human resource management are considered in concluding section.
