Public Management education is a key theme represented by study groups in a number of academic conferences (Reichard 998, Kudo 2013). The research focus is increasingly comparative despite the reality that, unlike their private sector colleagues, public managers tend to study and remain in their country of choice. (Angiola & Bianchi 2015). The comparative focus of research has been well established. (Kickert 2005, Murdock et al 2013, Reichard 2017 ). In the European context there has been an increasing interest in Central and Eastern European countries (Staroňová, & Gajduschek, 2016).
This paper draws on the direct experience of the authors in respect of a range of European countries as demonstrated by the long standing Interuniversity Summer School in Public Management initiated by Copenhagen Business School, direct teaching experience in programs in the UK, Germany and Italy and involvement in the development and evaluation of public management programs including in CEE.
The paper will identify common and different themes in the programs and in particular seek to link these to the national context of the various countries. The paper will also examine trends and changes in both the curriculum, delivery and organization of such programs. In particular the paper will examine whether there is any evidence of convergence of public management education associated with, for example, the growth of MBA models which purport to offer relevance to public sector managers.
