In the light of the digital revolution, the scope regarding co-production of public services has been revitalised. As Alford (2002) claimed, the technological advances may lead to an increased ability to perform coproduction activities. Likewise, recent academic studies suggest that the new information and communication technologies (ICTs) have extended the applicability and relevance of the co-production model in public service delivery (Fugini & Teimourikia, 2016; Johnston, 2010; Lember, 2017; Linders, 2012). In this paper, we seek what influential factors the actors involved in ICT-enabled co-production of public services face. Building on a literature review on co-production on the one hand, and insights on e-government and e-governance on the other hand, we aim to provide a theoretical framework which contributes to the field of ICT-enabled co production studies.
