In this article, we aim to discuss the institutionalization of Project Management in Brazilian public administration context, more specifically in a complex Brazilian federal public organization. The relevance of the topic in the panel is focuses on contributing to the accomplishment of the organization´s missions, to the success of it´s projects, to the achievement of the organizational objectives and to meet the institutional strategic management. In order to a public organization to carry out its mission effectively and achieve results that generate effectiveness, it must be attentive to changes, to market´s demand, to the necessary modernizations, to the adoption / adaptation of models and Technologies, to the promotion of an organizational culture that mobilizes people, adding value to tasks and improving work processes in a positive development cycle. The significance of the research lies in the fact that it contributes to overcome the mishaps and challenges of the Project Management Office (PMO) in the public sector. Increasingly, the public sector has incorporated management methodologies from the private sector into its practices. However, this incorporation has been made in most cases, without much critical analysis, which affects the quality of the adaptation of the methodologies to the specificities of the public sector, impacting, among other areas, the project management. Fundação Oswaldo Cruz (Fiocruz) has been played an important role in the Brazilian national scene by combining the excellence of its institutional performance with a decisive participation in subjects of general interest for society in the fields of health policies and science and technology. It is a public institution at the federal level and linked to the Ministry of Health. The study's research question was how to institutionalize project management in a complex federal public organization. The general objective is to propose actions aimed at the institutionalization of project management in an organization with this profile. As specific objectives, the work aimed to map the existing Project Management Offices in Fiocruz; to analyze information on how projects are managing at Fiocruz; and, to define standard procedures for project management at Fiocruz. The approach of this study has the following characteristics: qualitative analysis; descriptive variables; inductive analysis; and general objectives of exploratory research. Data collection followed the steps: literature review, mapping project offices, conducting semi-structured interviews and documentary research. The data collected were treated using the content analysis technique. The theoretical framework addresses concepts related to Institutionalization, New Public Governance, Strategic Management, Organizational Complexity and Project Management. As a result of data analysis, standard procedures were suggested and actions were proposed aiming at the institutionalization of project management in a complex federal public organization. The applicability of the research is very relevant, inasmuch as with the adoption of the standard procedures and implementation of the proposed actions, it can be obtained gains such as: resources optimization; efficient coordination of institutional project communications; adoption of a culture of recording lessons learned; better functioning of collegial bodies; and culture reach excellence in project management.
