Pakistan is a colonial country and enjoys a chequered history. Pakistan is the product of multiple cultures, ethnicities and backgrounds including Islamic civilization, Monarchy, Colonial Administration. So is the case with the administration in Pakistan which has many traces of past styles of administration which current Pakistan has enjoyed. Administration in Pakistan has also undergone rapid changes through reforms post independence. Purpose of this paper is to align theories of public service management with the evolution and development of civil service .i.e., to trace the trajectory of development of civil service leading to similarities and differences in various administrative styles, their effectiveness, successes and failures and various models and theories of public service management befit with Pakistani public administration and management. Paper will conclude with the evaluation of public service management model that had have been existing in Pakistan since its inception. At the end proposals shall be put forward for the effective service delivery in Pakistan.
