This study is designed to conduct an empirical study on effects of Confucian values, organizational culture on public entrepreneurship in China and Korea where public entrepreneurship has been increasing pursued as a means to overcome conventional bureaucratic problems. Public entrepreneurship is basically characterized as a driving force to introduce, create, and execute new ideas and often includes innovativeness, proactiveness, and risk-taking behavior in public organizations. Previous studies suggest that organizational structure, culture and environmental factors affect public entrepreneurship which might be perceived different by middle managers and top managers in government organizations. This study particularly focuses on the differences in the effects of Confucian values and organizational culture on public entrepreneurship between government agencies and quasi-government organizations in Korea.
For empirical analysis, this study will analyze the data collected from the public servants surveys conducted in China and Korea. Confucian values include face-saving, reciprocity and others while organizational culture is characterized by change culture, hierarchical culture, and relational culture. This study will posit several research hypotheses which are drawn from structural equation model for the effects of Confucian values and organizational culture on public entrepreneurship perceived by middle and top managers of government organizations in China and Korea. We expect to draw some managerial lessons for both Chinese and Korean government agencies and public institutions which are in pursuit of public entrepreneurship based statistical results from empirical analyses.
