The purpose of this study is to explore the issue of value co-creation public services through innovation.
Specifically, the study seeks to deepen public-private partnerships (PPPs) in search of innovative solutions that can improve citizens' quality of life and improve the environmental conditions of cities, such as the Smart Cities case. A Smart City project aims to create new services for citizens and to rethink the city itself: from mobility to communication, from energy management to lighting. Every Smart City project also aims to create new economic value through the development of new services and the optimization of existing ones. This article therefore discusses how value co-creation can contribute to innovation in public services and overcome the challenges posed by scarce resources while maintaining citizens' consensus around these issues. In this framework of analysis, the main objectives of this study are: a) Understand how smart cities can co-create public value b) Understand how innovation can help develop a successful PPP project. Methodology. Considering the explorative nature of the study, the subject is dealt with by analyzing the contributions of literature and an example of value co-creation through the innovation of Huawei's multinational services, with the Connected City Lighting Solution program. Huawei Connected City Lighting Solution connects street lamps to the IoT and adopts a GIS-based management system, enabling cities to enhance the control and performance of every street lamp. The solution provides municipal managers with status information on each lamp, in every street and allows precise control of on-off switches and brightness of individual street lamps, allowing on-demand lighting and a reduction in energy consumption by up to 80%. This work is organized as follows: the first part presents the theoretical background of the reference, the second part the methodology used, the third the discussion of the results, and finally, the fourth part on the final considerations, the limits and the future lines of search Research Limits. Work in its present form does not present quantitative tools for highlighting and measuring value co-creation among the actors being studied.
