Dra. Irene Intebi
Irene Intebi is a psychiatrist for children and youth and a clinical psychologist who has worked in the field of child abuse - in the areas of prevention, treatment and interdisciplinary training - since 1985. She has worked, directed and advised various governmental and nongovernmental interdisciplinary projects in Latin America and Europe and is the Former President of the International Society for the Prevention of Child Abuse and Neglect (ISPCAN). She is serving as Co-Chair for the 8th International Conference Latin American on child abuse and Child Sexual abuse (Chile, October 2013).
She is a reknown lecturer and international speaker on issues of child protection and has written books and articles on child abuse and child neglect in Spanish and English. Dr. Intebi is the author of "Child sexual abuse: In the best families" (Doubleday, 1997) and "Protect, repair, penalize: evaluation of suspected child sexual abuse" (Granica, 2011).
Muchos han sido los avances que se han producido en el campo de la protección infantil desde que comenzamos a preocuparnos acerca de estas cuestiones allá por los años ’60 del siglo pasado.
Los países que vienen trabajando e investigando desde los inicios han contribuido, entre otras cosas, a:
a) contar con datos acerca de la magnitud del problema y con la descripción de las características de los niños, niñas y adolescentes afectados y afectadas, de sus familias, de sus contextos, etc;
b) la puesta en marcha de estrategias preventivas y de intervención, tanto en lo que hace a la protección de las víctimas como a la intervención legal;
c) la elaboración de un marco normativo internacional – la Convención por los Derechos del Niño- que alentó a la puesta en vigencia de legislaciones locales;
d) la identificación de contenidos para la capacitación interdisciplinaria y para cada profesión;
e) la sistematización de las intervenciones;
f) la evaluación de las intervenciones con la consecuente identificación de propuestas eficaces y de buenas prácticas:
Si bien, los niños y las niñas de América Latina sufren situaciones parecidas a las de las víctimas de otros países, la violencia contra los/as más jóvenes en nuestro continente representa una cuestión todavía más compleja y difícil de abordar debido a la limitación de recursos y a las condiciones socioeconómicas de la región.
La adversidad del contexto y las deficiencias estructurales contribuyen no solo a “gatillar” situaciones de violencia física y/o emocional por parte de los/as adultos/as responsables de los cuidados, sino también a generar modalidades específicas de malos tratos, tales como niños/as desplazados/as, niños/as en situación de calle y de la calle, niños/as captados por el narcotráfico, prostitución infantil, etc.
La Dra. Irene Intebi describirá las dificultades más comunes para la protección infantil en América Latina y los aportes que profesionales de la región pueden hacer a la práctica y a la investigación.

Many advances have been made in the field of child protection since this became a matter of concern during the 1960s.
The countries that have worked and researched since the beginning haven contributed, among other things, to:
a) Have data about the real magnitude of the problem, along with the description of affected children’s and teenagers’ characteristics, their families, contexts, etc;
b) Start up preventive and intervention practices, both towards victim protection and legal intervention;
c) Elaborate an international normative framework which encouraged the application of local laws: the Convention on the Rights of the Children;
d) Identify contents for interdisciplinary training programs;
e) Systematize interventions;
f) Evaluate different interventions along with the following identification of efficient proposals and good practices.
While children in Latin America suffer similar situations to the ones of children from other countries, violence against children and in our continent represents a complex matter very hard to address, due to the resource limitation and socioeconomic condition of the region.
Context adversity and structural deficiencies contribute not only to trigger physical and/or emotional violence situations from caregivers, but also to generate specific modalities of maltreatment and abuse, such as the relocation of children, street children, children part of trafficking and child prostitution, etc.
Dr. Irene Intebi will describe the most common difficulties of child protection in Latin America and the professional contribution of the region both in practice and research.
