A stratified random sample of 60 kindergartens was selected in the southern province, Guangdong, the most populous province in China. These kindergartens were chosen based on locations (i.e., urban cities, suburban towns, and rural town and villages), financial source (i.e., public and private) and current provincial quality rating system (i.e., provincial-level, municipal-level, and no-rating-level), which represent different levels (i.e., advanced, average, and below average) of economic development with in Guangdong.
