KLCS

Since 2002, Alan Popkin has been Director of TV Engineering and Technical Operations for KLCS-TV in Los Angeles. He redesigned the entire station to implement state-of-the art digital broadcasting to the entire Southern California DMA, and datacast to over one million students and teachers of the Los Angeles Unified School District (LAUSD), delivering digital content services to an educational audience. KLCS has been a 100% file based environment since 2003 and received Broadcast Engineering’s Excellence in Engineering Award for that effort. He served on the PBS Enterprise Technology Advisory Committee (ETAC) for six years. Alan was involved the PBS NGIS national file based delivery system as well as a Peer to Peer file sharing effort among PBS members. He has designed new master control file based systems for a number of stations as well as multimedia infrastructure for colleges and universities. Alan has been an expert lecturer for SMPTE, on designing file based work flows, in a multi city seminar series. He conducted a pilot Channel Sharing test to determine the practical limits of today’s encoding technology on behalf of the FCC and APTS. In addition to serving on the ATSC 3.0 S35 subcommittee on ATSC 3.0 Ecosystem, Alan also serves on the PBS IWG, for the sIX system. Prior to KLCS, Alan was Director of Production for Time Warner Communications, where he managed technical systems, financial, and general operations of an 18,000 sq. ft. HDTV and SDTV production and post-production facility.  Alan has performed as a studio musician, and holds a BA in Physics from CUNY.
