URE is a pattern of technology transfer in Chinese universities. Like spin-offs, the founders and technologies of URE all come from university. The difference is that the founders and technologies are still affiliated to university, the intellectual properties of and benefits from the UREs still belong to university. URE is a special production in the context of university’s efforts to enhance its capability to serve the societal and economic development and accelerate the application of S&T.
In recent years, the Chinese government has put forward important actions–accelerating the implementation of innovation-driven development strategy and vigorously encouraging people to start their own business and make innovations. As the new “axis” of S&T innovation, university will play an increasing role to promote S&T innovation and economic development, and many policies has been generated to support the faculty to start their own business.
In order to promote the reform and development of UREs, this paper will firstly review the development history of UREs, analyze the development problems of UREs, and propose a road to reform of UREs based on international and domestic environments and trends.
