IMPLICATIONS OF THE RECENT DEVELOPMENT/HUMANITARIAN RESPONSE TO EDUCATION EMERGENCY NEEDS IN SOUTH SUDAN FOR FUTURE RESOURCE PLANNING STRATEGIES
The paper will analyse how partners and the Ministry of Education Science and Technology (MOEST) in South Sudan collaborated to adapt to the impact of the internal conflict that began in December 2013. It will document how systems strengthening for education was maintained while adopting flexible strategies for the conflict-affected states and counties. It proposes how lessons learnt from this response can be factored into future education resource planning in South Sudan, including applications for GPE funds.

THE ROLE OF NORWAY IN SUPPORTING EDUCATION IN SOUTH SUDAN
Norway was particularly responsive during the recent conflict in 2013-14 in South Sudan, by providing much needed and rapid humanitarian aid to affected communities. Norway was also the leader in pushing other international funding-raising efforts during the Oslo May 2014 donor conference on South Sudan. This paper will therefore examine how international funding efforts respond to preserve education rights during conflicts and disasters in countries such as South Sudan. It will also highlight the role of donors in promoting conflict prevention and preparedness planning that a) ensures the resilience and continuity of education during a crisis, and b) ensures that the education system contributes towards social cohesion rather than exacerbate tensions.

WALKING THE TALK: SUPPORTING EDUCATION FOR CHILDREN AFFECTED BY CONFLICT
The effects of crisis and conflict on educational opportunities are devastating both in the short-term and over the long-term. Education in crisis and conflict situations is chronically underfunded, and there is a divide between short-term approaches and the need for longer-term, systemic solutions. The Global Partnership for Education has a strong commitment to supporting education in conflict affected and fragile states, and is part of the global discussion on how best to provide adequate funding for education for children affected by conflict and other crises. South Sudan, Liberia and the Central African Republic have recently seen a rise in number of children affected by various crises. This paper discusses the Global Partnership responses to those countries.

This panel brings key actors who have supported education in South Sudan including the Ministry of Education Science and Technology. The panel will discuss how various funding models affect the implementation of education in crisis-affected contexts such as South Sudan. The panel will examine how various funding models during times of crisis can either support or hinder implementation of education sector plans.
For example, the MoEST will analyse how partners and MoEST collaborated to adapt to the impact of the internal conflict that began in December 2013 in South Sudan. NORAD will examine how international funding efforts need to respond to preserve education rights during conflicts and disasters in countries such as South Sudan. GPE will highlight how education in crisis and conflict situations is chronically underfunded, and examine the divide between short-term approaches and the need for longer-term, systemic solutions. The responses of GPE in Liberia, Central Africa Republic and South Sudan will provide examples of how this might be achieved.
The Symposium will be an opportunity to explore the most effective resourcing models to support crisis-sensitive planning for countries affected by conflicts and/or disasters. The Symposium will be connected to a similar panel focused on Uganda that highlights the role of education planning in mitigating the impact of conflicts and/or disasters by integrating safety, resilience and social cohesion into sector plans and policies.
The Symposium will be chaired by the Director of IIEP-UNESCO, Suzanne Grant-Lewis, and a respondent from GIZ will offer reflections on the panel discussion.
