Clearly, the kind of planning countries need has changed over time. To deliver post-2015 education priorities, education planning needs to reduce disparities, improve quality, especially learning, be crisis sensitive, and promote transparent resource allocation.
This Pop-up event will share new analytic tools and guidelines developed by the International Institute for Education Planning to respond to these evolving needs. They cover the various planning phases:
• Education Sector Diagnosis
• Policy formulation
• Plan preparation
• M&E framework
• Cost & financing framework
New analytic tools to be shared include conflict and disaster risk analysis, institutional capacity analysis, early childhood care and education analysis, and integrity planning (aka corruption risk assessment). Additional pilot tools will be presented which support the integration of learning data in planning and Education Sector Plan Gender Analysis Guidance (piloted by GPE, UNGEI and IIEP).

At its best, education planning is both visionary and pragmatic, engaging a wide range of actors in defining education’s future and mobilizing the resources to reach its goals. For policy-makers, planning offers the path to:
• Implement education reform and system transformation;
• Realize equality opportunities for children and youth;
• Provide quality education for all.
As it has over time, education planning must evolve to meet changing needs. For the post-2015 world, this means focusing on the education priorities of equity, learning, vulnerability to crisis and disaster and transparency and accountability.
To promote credible, evidence-based sector plans, an attractive presentation will share tools and techniques through a combination of videos, live portals, oral presentations and printed briefs. The Pop-up session will be staffed by several IIEP specialists who will engage with visitors and explain the new tools and analytic techniques. Handouts and mobile sign-ups will ensure visitors have means to follow-up.
