The context of poor country characterized by underdeveloped formal vocational education in Mozambique, demands the need of improvement of non-formal vocational education and training (NFVET). NFVET can allow flexible development of relevant knowledge and skills, particularly for out of school youth and unemployed and promote the vision of inclusive social development.
The objective of the study presented in this paper has been to investigate the ways by which NFVET programme can be improved to enhance people’s chances, not only to get work, but also to be able to participate actively in their own development. In this study semi-structured interview with eight educators and two focus groups of ex-participants were used to explore their understanding. The findings suggest that design of NFVET programme need to include the objectives of leaners’ empowerment in order to raise their work chances and social inclusion.
Key words: Skills development, empowerment, social inclusion
