Lori Nielsen joined WEST in 2015 as a Research Wildlife Biologist and Project Manager and is located in WEST’s Fort Collins, Colorado office. She brings over 30 years of experience working with environmental review, threatened/endangered species analyses, and avian interactions with power lines throughout the United States and Canada. Since 2001, her professional expertise expanded into avian risk assessment and problem resolution for bird electrocutions and collisions with overhead power lines for all voltage classes and siting of communication towers to minimize collision risk, in accordance with the Migratory Bird Treaty Act (MBTA) and Bald and Golden Eagle Protection Act (BGEPA).Lori’s experience and expertise in assessing avian risks with electric facilities (generation, transmission, and distribution) encompasses pre-construction planning, line design, operations, and maintenance. She has managed over 50 Avian Protection Plans (APPs) and other avian studies, ranging from an unprecedented, statewide initiative for the Colorado electric cooperatives to multi-year, interstate APP projects for large investor-owned utilities. Lori also has a passion for document quality and has over 20 years technical editing experience, emphasizing clear communications to target audiences, report defensibility under applicable regulatory mechanisms, and finding consensus among stakeholders. She conducts training sessions, presenting to a wide range of agencies and industry. Lori has conducted over 50 presentations at national and regional meetings, primarily discussing avian interactions with power lines, application options for addressing these issues, and how these approaches apply to federal regulations.
