Speeding - One of the most common factor that influences the Road accident. However, can speeding be regarded as the cause of an accident, when the other party has infringed the speeders right-of-way? 13 road accident experts from 12 countries (Croatia, Estonia, France, Georgia, Latvia, Lithuania, Netherlands, Poland, Portugal, Romania, Spain and Singapore) have agreed to assess a case where this is the central question, and compare solutions. Participants are members of the European Network of Forensic Science Institutes (ENFSI).
Methods and Equipment Used

The case was presented to the participants in the form of a fictitious police report, accompanied by a sketch of the accident scene, including brake marks. Crash positions and vehicles were specified in a PC-Crash project file. Pre-crash speeds were given. The participants of this interlaboratory exercise were supposed to use their own standards and reporting form, and answer a number of questions in their usual manner. However, the general assumption was to fit the scientific standards relevant to the task at hand (e.g. see the Rule 702 of “The Federal Rules of Evidence” and the Daubert Standard which govern the admission or exclusion of evidence in most proceedings in the United States courts). Therefore the participants were free to choose the calculation method. The results were summarized by the exercise organizer – Forensic Science Centre of Lithuania.
