A key challenge with the implementation of new rail technology, such as DAS and ETCS, is that the train operators, maintenance staff and industry groups have rarely requested technology and , as such, may not be in a position to fairly adjust to its integration or accept the accompanying responsibilities.
Industry regulations and standards will certainly ensure that user acceptance is integrated into any procurement process and that suppliers and train operating companies demonstrate operational readiness prior to a kit’s commissioning. However, the work here tends to focus upon initial safety concerns and understanding the impact upon other systems. Organisational issues such as workforce resistance and developing the correct working conditions for acceptance and proper use may be under-represented during the project life-cycle or, realistically, performed post-commissioning.
This paper proposes other activities applied in technological industries such as rail, aviation and marine that extend the concept of operational readiness further. These may include developing a:
Communications strategy: How should project leaders control awareness of the project to create a well-informed workforce.
Competence Strategy: How should project leaders manage and prepare for the emerging skills and knowledge requirements for using the technology
Compatibility Strategy: How should project leaders engage users with project decisions rather than just operational viability or identifying safety concerns
The intention of this paper is to present evidence from Lloyd's Register Consulting's experience in the rail and safety critical industries where companies have demonstrated good practice in technological integration.
