Starting around the 1990s, the issues about social enterprise have universally brought about wide discussion all over the world. As a new organizational form, social enterprise in Taiwan and Hong Kong started around the 1990s, and its main purpose is to increase employment opportunities of service objects, to improve and increase its own financial income. Our research interest in community-based social enterprise (CBSE) stems from two main sources. First, we find that CBSE in Taiwan and Hong Kong highly expect the practice of public value. In terms of the solution to unemployment in the community, enhancement of value of community industry, promotion of health concepts or return of population are the community organizations’ use of social enterprises after recognizing the problems of community. Second, from the resources dimension, in consideration of the fact that communities have lesser hinterlands, many community organizations must rely on linkages from external resources in order to effectively launch related community services.
This research focused its main subjects on the systems related to community-based social enterprise as the research analysis. This research discussed the features and functions of CBSE influencing the development of community in Taiwan and Hong Kong. This study will set out to evaluate the role and contribution of CBSE.
Based on the definitions of social enterprise used by American and European academics and practitioners, identifies historical factors promoting and shaping different conceptions of social enterprise, and highlights the differing institutional and legal environments. (Kerlin, 2006) This study conducts in-depth interviews with six community-based social enterprises (CBSEs) in Taiwan and Hong Kong. The respondents of CBSE in Taiwan and Hong Kong sharing their experience for running the social enterprises will be one of the key materials for the analysis.
Through the analysis of operation of social enterprises, this study will explore the social and economic impact of social enterprises. Based on discussion and concept of social enterprises in Europe and the United States, this study will examine whether the community-based social enterprises in Taiwan and Hong Kong has a social impact.
The analysis of this study will include:
1. The current mode and process of CBSE’s operation ain Taiwan and Hong Kong.
2. How do CBSEs identify the needs of community population and how to develop social enterprises?
3. The outcome of CBSEs whether affects the community residents and organization.
4. Based on social and economic goals, how should the future of CBSEs produce better value and impact.
