Physical literacy oriented approach has been encouraged in the latest new physical education curriculum. Therefore, the physical education instructional modules for primary school were developed and relevant workshops were organized to assist teachers teaching in an alternative way. Methods: 80 primary school PE teachers were selected from 22 counties of Taiwan. The questionnaire was used to collect teachers’ reposes before the tactical games instructional module (TGIM) workshops (3 days, 21 hours) and after their 6 lessons teaching practices, teaching reflection (active practice workshops, followed by 6 lessons teaching practices, and finally a 3 hours’ group reflection). Data were also collected from counseling university teachers’ evaluation log, PE teachers teaching diary records, and focus group interviews. The quantitative data were analyzed through statistical software SPSS. The qualitative data were categorized and triangulated through the constant comparative method. Results: (1) PE teachers' instructional design, teaching materials presentation, resource management have significantly improved; (2) PE teachers focused more on students learning instead of only skill themes after their teaching practice; (3) some PE teachers doubted whether the TGIM will work with their pupils after the workshops; (4) some PE teachers thought that they did “liberate” pupils learning from skill-centered approach to motivating pupils’ learning through TGIM. It was concluded primary PE teachers’ professional competencies were developed through the TGIM cycle. Implications: (1) to establish an online learning platform of the TGIM in a learning community form for primary school PE teachers to overcome the obstacles while implementing the TGIM; and (2) to equip teachers with portable equipment while implementing the teaching module.
