Taiwan used “core competencies” as the main axis of curriculum development, emphasizing the training of people-oriented “lifelong learners”. In the field of physical education, the literacy-oriented physical education curriculum is the trend of the reform of physical education in the world. Whitehead (2010) used “physical literacy” as the goal of developing the physical education curriculum. It is also the view adopted in the reform in various countries, but the concept corresponding to the core competences in Taiwan has not been clearly discussed, and is facing difficulty in promoting this policy. Purpose: The study was to establish the concept of literacy-oriented physical education curriculum in Taiwan through Delphi method. Methods: A structured questionnaire of Delphi technique was established, and the questionnaire content was revised the by 3 invited experts. The “Delphi Expert Group” (n=10) included the experts of physical education curriculum, university professors in the field of sport pedagogy, principals of high school and teachers in primary and secondary schools. Results: This study presented the concept of literacy-oriented PE curriculum representing the professional views of Taiwan experts, scholars and educators in physical education. 1. The literacy-oriented PE curriculum connotation was divided into four aspects: (1) The cognitive domain; (2) Affective domain; (3) Physical competence domain; (4) Behavioral domain. Conclusion and suggestion: This concept of literacy-oriented provided the evidence-based ground for the implementation of the 12-year basic literacy-oriented physical education curriculum in Taiwan. It was suggested that the concept should be applied to the issues of curriculum research and the development of literacy-oriented physical education curriculum in Taiwan.
