The new 12-year compulsory curriculum will be adopted in 2018 in Taiwan. "Spontaneity, Interaction, Common Good" are the new curriculum’s theme for guiding the health and physical education learning area. In terms of primary school physical education, the government project has developed the Physical Education Instructional Modules (PEIM) for facilitating classroom teachers' professional development in primary schools. PEIM was also developed according to the literacy oriented teaching practices. However, there is a lack of evidence on the impacts of the PEIM for students' learning. Therefore, there is a need to examine effects of the PEIM on students' learning outcome. Quasi-experimental design was applied in this study. Two classes (n=56) of pupils were recruited. 10 lessons (40 minutes*10) were implemented during the learning cycle. Experimental group (EG, n=28) was conducted by a literacy oriented approach and Control group (CG, n=28) was conducted by the skill mastery approach. Invasion tactical games and its relevant skills were teaching content for both EG and CG. Learning motivation scale, cooperative learning scale and personal and social responsibility scale were measured before and after the learning cycle. Observation and interviews were used to collect qualitative data during the learning cycle. The quantitative data were analyzed through statistical software SPSS. The qualitative data were categorized and triangulated through the constant comparative method. The results showed (1) there was a significant difference between EG and CG in terms of students' learning motivation and cooperative learning attitude; (2) Respect and effort had also been improved in both group in terms of personal and social responsibility, however, cooperation was significant only in EG. In conclusion, literacy oriented teaching (PEIM) can be able to facilitate pupils affective learning outcome in primary school. Some challenges in its implementation will also be addressed.
