The study is aimed at critically analyze the change management competencies of school heads as Leaders .An application of ADKAR change model was made to assess critically the role of Secondary Schools heads as 'change agent' in Pakistan. Making a critical discourse analysis of the role of school heads, was the main objective of this study that how the school leaders in Pakistan can justify their true role as a change agent. A change management competency (CMC) profile of these heads was developed after the application of change management competency (CMC) Scale based on theoretical change model (ADKAR). In this study, the development of CMC scale and identification of CM challenges faced by the heads of schools, was provided a strong rationale for making a critical discourse analysis ,moreover the formulation of CMCB (Change Management Competency –Building) framework for the training of the school heads. Originally, ADKAR model given by Hiatt, was comprised of five outcome competency factors (Awareness, Desire, Knowledge, and Ability & Reinforcement) and twenty two sub-competency factors. . The change management competency (CMC) profile of 304 sampled heads was developed. The CM challenges were in the form of tensions, problems and dilemmas faced by school heads. Finally, on the basis of key CM challenges based on CMC profile of heads, a ‘Change Management Competency-Building Framework’ (CMCB) was recommended for the training of the heads of school. This framework may prove to be an effective change management competency tool for the sustainable professional development for the heads of schools in Pakistan. The real essence of this study to give detailed discourse analysis was done in the light of major findings which was no doubt, beneficial for school leaders and managers of any developing country like Pakistan. Development of change management competency training framework for school heads of Pakistan is the pioneer effort that has ever been made.
