Systems Framework For A Sustainable Scholarships And Financial Assistance Programs In Higher Education Institutions In The Philippines

For more than 23 years now, Dr. Zulieta has been managing a number of vital offices in her university, the 116 year old Philippine Normal University (PNU) which is the National Center for Teacher Education in the Philippines. From 1994 up to 2006, she was faculty member and university counselor at the Office of Student Affairs while teaching personality education courses at the same time. She was designated as University Registrar from 2006 up to 2011 after which she went back to the Office of Student Affairs and Student Services where she managed the scholarships and financial assistance programs of the university. It was during this assignment when she saw the dire need of developing a systems framework for a sustainable scholarships and financial assistance programs not only for her university but also for the rest of the higher education institutions in the Philippines. In 2014, she was designated as Director of Human Resource Management and Development Services. In 2016, she was re-designated as University Registrar and on concurrent capacity as Chair of the Bids and Awards Committee. As adjunct faculty at the College of Graduate Studies and Teacher Education Research (CGSTER) of PNU, Dr. Zulieta handles courses in the Educational Ledearship and Management. Some of the courses she taught are: Psychology in Educational Management, Human Behavior in Organization, Personnel Management, Development and Evaluation of School Programs and Problem Solving and Conflict Resolution in the Educational Setting. Dr. Zulieta also handles Professional Education courses in the undergraduate level. .

Abstract

This study aimed to develop a systems framework for a sustainable scholarships and financial assistance programs in higher education institutions in the Philippines. it also identified and analyzed the services rendered by the office for scholarships and financial assistance programs (OSFAP) or its counterpart in the respondent universities, the problems encountered in the coordinating process and the solutions they offered. results of the survey revealed that overall, the management of the scholarships and financial assistance programs was effective.

From the pooled data both from the questionnaires, the interviews, and the added insights from literature review, a systems framework was developed for the effective management of the scholarships and financial assistance in higher education institutions in the Philippines.

The systems framework that was developed included inputs to the scholarships and financial assistance programs. The key players include the Donors which can be a government institution where a higher educational institution has a crucial role in implementing the scholarships and financial assistance programs of the government. As for the Donors from the private individuals and organizations, which are being encouraged by the government to support the scholarships and financial assistance programs under their corporate social responsibility, the obligations of the partner-universities are clearly identified and provided in the systems framework that was developed. These donors seek the assistance of higher education institutions in carrying-out and managing their scholarships and financial assistance programs.

Another key player in the systems framework would be the Office for Scholarships and Financial Assistance Programs with the Scholarship Coordinator as the centerpiece, surrounded by other vital offices that come into play for the operations of the program. The Scholarship Coordinator is a major key player since he/she has to play very important roles in the performance of his/her duties. He/she must be an effective Liaison Officer or Technical Staff and must always be ready with documents and technical reports being asked for by the donors and other key players in the systems framework. The Scholarship Coordinator must also play the role of a Public Relations Officer, Trainer, Guidance Counselor and Guardian.

The systems framework also showed the processes and procedures in the conduct of the scholarships and financial assistance programs. It is assumed that key players, cognizant of their roles and responsibilities, with procedures and policies in place will lead to a sustainable scholarships and financial assistance programs in the higher education institutions in the Philippines.
