The National Forum’s Guide to Developing Enabling Policies for Digital Teaching and Learning is a practical mechanism for Higher Education Institute (HEI) leaders to create a policy environment for quality TEL to thrive. The guide aims to ensure that teaching and learning policies take into consideration the unique challenges and opportunities that TEL offers and that they are implementable, reflective of a HEI’s priorities and, most importantly, situated in practice. The aim of the guide is achieved by posing TEL-driven questions for policy developers to reflect upon; the idea being that policies that consider these questions will be addressing the concerns of TEL practitioners. This presentation looks at the link between enabling policies and quality TEL before taking the audience through the guide, illustrating how each step contributes to resulting policies being enabling and reflective of the opportunities and challenges of TEL. Finally, the presentation highlights the numerous resources and existing policies that the guide draws upon, which offer the TEL community alternative, and sometimes contradictory, approaches to considering the questions posed so that each HEI can discover a policy approach that best suits its needs.
