The Highways Agency became Highways England in April 2015. The goal was the new company was to become a high performing organisation. The Executive recognised that the way health and safety was delivered could be improved. They commissioned a project to define health and safety that was fit for the future. We were asked to take a radically different approach, engaging with stakeholders, identifying evidence of what good looks like and looking to drive the business from a user-centred approach to health and safety. This paper reports the work and outlines how Highways England has developed a 5-year plan for health and safety based on understanding behaviours and engagement with all the key stakeholders.
