In this review paper, it will discuss the literature of review the adoption of acceptance new technology, since the acceptance of a new innovative system of traditional procurement or supply management processes, depends on the demographical and psychological characteristics of the target group or organisation. In this field of research Increasing transparency and better economic outcomes, including lower contract prices and administrative and logistical costs of supply is essential. Part of early electronic access frameworks is being developed, and new frameworks are being developed in many countries for this policy. This work reflects the findings of scientific research in this area recently and reviews many topics, including; Supply Chain Management, traditional procurement, tendering and Contracts, procurement Contracts, benefits of E-Procurement, challenges and barriers of e-procurement, e-procurement adoption and Success Factors, e-procurement types.
This paper also illustrated the literature of some previous theories such as Technology Acceptance Model TAM, Theory of Planned Behaviour (TPB), theoretical framework for the adoption of e-procurement in Hong Kong. This brief illustration has been ended by the development of the theoretical framework of this research and has been investigated in the doctoral research.
