In spite of their economic and social importance, cooperatives suffer from shortage of visibility on the global level. This is why one of priorities of international cooperative movement has been to strengthen efforts for producing statistics data, which are illustrated, among others, by “World Cooperative Monitor” of Euricse/ICA, “Global Census on Co-operatives” of UNDESA and “Cooperatives and Employment report” of CICOPA. There were also echoes from institutional side, such as the resolution concerning further work on statistics on cooperatives adopted by the 19th International Conference of Labour Statistics and recent initiatives on statistics on cooperatives, taken by the ILO and the FAO.
This paper is based on one of research projects initiated by the ILO, “Conducting country case studies for advancing global statistical system on cooperatives” which aims to understand diversity of statistics system on cooperatives in different countries and by doing so, to identify issues and challenges for developing more harmonized approach on statistics on cooperatives. In the project, based on the categorization of statistics systems according to main producers/providers of statistics on cooperatives, which had been constructed in the previous work of the ILO Department of Statistics, “Mapping exercise on statistics on cooperative” (Galhardi, 2016 forthcoming), statistics systems on cooperatives in Spain, France, Italy, South Korea and Costa Rica were examined.
After summarizing description of statistics systems in five countries, this paper will propose a series of issues and challenges for advancing global statistics system on cooperatives, which are also related to legal and conceptual issues on cooperatives.
