This study aims to propose a model for the evaluation of transparency web portals of Brazilian and Spanish governments at sub-national level in order to allow for comparison between the two contexts and suggest improvements to their levels of transparency. Therefore, with regard to methodology, the article is based on a constructivist perspective and adopts as an intervention instrument one of the methodologies arising from European operations research school, namely multi-criteria decision aid – Construtivist (MCDA-C). With regard to technical procedures, it uses document analysis and semi-structured interviews to build the evaluation model. Through the application of the MCDA-C methodology it was possible to identify and organize elements that enable the evaluation of the levels of transparency in electronic portals of the governments of the two countries. It is believed that this study can contribute to the discussion of government transparency on the Internet, since it seeks to address the issue not only from a legal perspective, but from a broader perspective, incorporating elements of assessment that go beyond legal requirements, and seeks to present an application at a level of government not yet explored thoroughly in the academic field.
