This working-in-progress paper attempts to explain the unequal conditions that have generated two different figures of employment in the Colombian public administration: career service and temporary employment. Through an international comparative analyses of how temporary contracts have been incorporated into the public administrations of several countries, I aim to explain how the Colombian Government has implemented these temporary contracts affecting the working conditions of thousands of public employees in the country. This study is based on an interdisciplinary analyses of literature on organizational justice, social justice and public administration practices, followed by evidence gathered from the Colombian Government and public employees. This article provides insights of the contradictory conditions that have generated a “hybrid” human talent public policy in Colombia and other countries (Colley et al, 2012), based on the data and testimonies of different actors of the public serving community (Sanabria et al, 2015). Finally, this article calls for the attention to several issues identified in this analyses (motivation, sentiments of unfairness, wage differences, uncertainty, employees trust, patronage, service delivery), looking forward to understand the implications to the current situation.
