Identifying the impacts of E-government performance and public service delivery upon economic growth: the case of Vietnam

Recent studies of some public administration issues across nations such as E-government, public service delivery, and economic growth… have been conducted. However, they have been disproportionately scattered. Therefore, the linkages among these have been neglected. In Vietnam, there has been a rising momentum in the government’s working agenda regarding the setting up of an effective E-government which is to be geared toward the improvement of the public service delivery, thereby contributing to the poverty reduction and economic growth. However, there have been lack of empirical evidence to identify and confirm how the e-government can impact upon the public service delivery and economic growth and to what extent.
In search of a working understanding of E-government, some questions raised by this research will serve to explore the extent to which the E-government exerts its impacts upon the public service delivery, thereby leading to a vibrant and sound economic growth and aiming for a more realistic governance. With the use of latest data from Vietnam’s Ministry of Information and Communication and Public Administration Performance Index known as PAPI, and economic growth from General Office of Statistics (GSO), logarithm regression analysis will be adopted to measure the causal relationship among these three factors. On the basis of the research findings, conclusions and recommendations are to be drawn for policy makers who are supposed to modernize their decision making process with regards to the sound development of e-government in connection with the better public service delivery and sound economic growth in Vietnam.
