Public service lies at the core of local governance in countries, implementing national and international development programmes in a complex socioeconomic and politico administrative environment. However, the performance in South Asian Bangladesh is substandard. It assumes that unsophisticated human resource practices at local administration have negative correlations to performance.
This paper intends to scholarly understand the public service performance issues with management practices in Bangladesh in relation to MDGs basic education, highlighting the problems of administrative functioning in public service at local level in the country. It is true that performance of street level functionaries, including support staff in government for service delivery upholds the true meaning of public service. Thus, the research poses questions of ‘what are the limitations of public service delivery?’ ‘How far local administration is capable of public service in employment relations?’
The paper is a qualitative empirical study and draws on both primary and secondary data. Systematic qualitative study of available relevant books and research papers, library work, field research, document analysis, and research interviews is the data source for this research paper. Methodological filters are followed to limit the literature through the exclusion of the systematic review.
This paper is study of local administration public service within an institution-specific knowledge in the area of administrative science, organization and management. It will have broader implications for governments in developing countries to act further for effective public service and international development partners to develop appropriate policy and strategies for effective partnership in the sector.
