A Research on the Mechanism of Caring Type of Ethical Climate Impact on Civil Servants' Voice

As the executor of the public policy and the provider of public service, civil servants have the most right to speak of the running in the public sector and the supply of public service. Therefore, topic on ‘civil servants' voice deserves our more and more attention. We probed into the mechanism of the organizational factors- the caring type of ethical climate impacts on civil servants’ voice in the context of deepening reforms. From the social exchange perspective, we mainly explored the impact of macro level variables of Caring Type of Ethical Climate, Cooperative group norms on the micro-level variables of civil servants’ perceived insider status (PIS) and voice. The data were collected from the public sectors in a Medium-sized city in eastern China, questionnaires of 213 Civil Servants from 43 teams. We used the cross - level model analysis the data, and results showed that Caring Type of Ethical Climate had significantly positive effect on civil servants’ voice. Cooperative group norms moderated the relation between Caring Type of Ethical Climate and civil servants’ voice. Furthermore, perceived insider status (PIS) partially mediated the relation between Caring Type of Ethical Climate and civil servants’ voice.
The research has an important practical significance for the public sector, which will promote to construct the organization climate and the cooperative norms, as well as to increase the civil servants’ voice.
