Background
Public trust is one of the key elements mentioned in the context of the inter-organisational learning and knowledge creation. For relationship between organisations it is one of the key requirements for initiating the formation of inter-organisational relationships, as well as affecting their maintenance. This area grows in importance , as the value is increasingly created at the interface of activities carried out by various entities through coordination and joint efforts. Although many authors are convinced of the significant impact of trust on the processes involved in inter-organisational learning, there is no in-depth research in this area - particularly with regard to public confidence. Specifically, the importance of this issue stems from the nature of present-day public organisations which are required to be open and cooperate with the environment. The activities conducted by public organisations involves exerting the influence on other organisations and citizens so as to carry out the public interest. Importantly, these concepts still have potential importance, because as new management instruments did not receive broad interest in public organisations. Therefore, it is important to develop research in this area. This article assumes that organisational trust, knowledge creation and learning provide the foundation for inter-organisational confidence and the inter-organisational learning.
