Regional governance evaluation has attracted widespread attention from public management practitioners and researchers. Currently, the World Bank and other international organizations work on governance index international ranking(WGI, Daniel Kaufmann, 2011); some scholars focus on city level governance assessment studies (Kennedy Stewart as the research object, 2006; Li-Yin Shen, 2011; Guo Yong , 2012); and other scholars develop citizen-centric governance indicators from the perspective of public interest (Maksym Ivanyna, 2010). However, these studies pay more attention to the governance process, and less to the results or performance of city governance which impact every city resident’s life. This study explores the establishment of resident-oriented city governance performance index. Through large-scale survey of the Chinese city residents, asking city residents what indicators reflect the performance of city governance and how important of these indicators, this study determine city governance performance indicators and their weights, which reflect the most concerned governance performance of city residents. Through this resident-oriented city governance performance index, we summarized each dimension of city governance performance indicators, and collect objective data of all kinds of indicators to measure the governance performance of cities in China.
