In Search of New Public Governance in the Employee Engagement of Public Servants

This paper sets out to explore whether the pluralist principles of New Public Governance are reflected in Employee Engagement. Using documentary analysis of strategic human resource documents of Australian public service organisations we identify that Employee Engagement is largely portrayed as a unitarist concept. We draw some conclusions about the implications of this for public servants and citizen engagement.
