The purpose of this study is to investigate success factors underpinning interagency collaboration in central government. The emphasis on interagency collaboration is the of the Presidential Initiative in Korea. The study establishes a conceptual framework based on a review of the existing literature, and analyzes the relationships between success factors involved in interagency collaboration in the central government and performance. Research data was utilized a questionnaire about interagency collaboration, targeting for the Korea Tourist Police officers. The Korea Tourist Police Unit is a specialised unit of the Korea Police Agency which provide tourist and visitors information on law, customs, culture and attractions in the local community. To supervise illegal activity, the tourist police force was launched in October last year. This case is the typical collaborative administration case by working with the ministry of Culture, Sports & Tourism and Seoul metropolitan government. This study uses a conceptual framework to measure the way of working, support for collaboration, collaborative culture, accountability. The analysis is assessed through survey on the level of cognition of the police officers. Furthermore, this study uses structural equation modeling (SEM) to test for inter-relationships To test empirically the relationship between the factors, we developed the measurement of each factors. This paper has examined the relationship between the independent variables and the mediating variables, also has examined the relationship between the parameters and a final dependent variable. The independent variables are as follows; the way of working, support for collaboration, collaborative culture and accountability. The mediating variables are mutual participation, parter trust, and the satisfaction of the collaboration. The final dependent variable is government performance. The hypotheses test proved that the way of working significantly affect the satisfaction, the support for collaboration positively influence on the mutual participation, and the information sharing and strategic fit of partner relationship positively affect partner trust. Also, the participation and partner trust significantly affect the satisfaction of the collaboration. Finally, the participation, satisfaction, and partner trust have a decisive effect on the organizational performance. The results of hypothesis test verified that the quality of information and system, also partner relationship are important to operate successfully the collaboration system of the central government in Korea. Analysis shows that the way of working can only have an indirect positive effect on performance, while accountability can have a negative effect on the performance. Also, this study demonstrates that higher collaborative culture can facilitate higher performance, and the mediating variables are important to explain the structural relationship between the independent variables and organizational performance.
