We analyzed the relationship between the public service motivation and entrepreneurship of members of public organizations in Korea and China. Public entrepreneurship has been receiving attention as a value of public organizations; it helps deal with complex global environments. Citizens have been demanding innovative, motivated government officials to solve various social problems. It is necessary to enhance entrepreneurship in the public sector. We believe that revealing active entrepreneurship begins from a mindset focused on advancement. We examined public service motivation as a precedence factor of entrepreneurship. We set members’ public service motivation as the independent variable, and entrepreneurship in the public sector as the dependent variable. We looked at the differences among countries based on the hypothesis that features at the national level will guide the influence of public service motivation toward entrepreneurship. Via the results, we deducted theoretical, practical suggestions for managing human resources in Korea and China.
