This study examines the relationship between organizational characteristics and public entrepreneurship in South Korea context.
Public entrepreneurship is defined as introducing the process of innovation in the public sector and is composed with Innovativeness, Proactiveness and Risk-taking. According to many previous studies, public entrepreneurship is affected by structural characteristic, cultural characteristic (GLOBE model) and entrepreneurial leadership of the internal organization.
For empirical analysis, conducted by Global Network Research (GRN) March - July, 2015, we use data collected by the public servants and employee in public enterprises in South Korea. Organizational structural characteristics include complexity, centralization, and formalization while entrepreneurial leadership is consisted of framing the challenge and absorbing uncertainty. Organizational culture is characterized by uncertainty avoidance, power distance, future orientation and performance orientation. In order to prove the hypothesis, we conducted the statistical analysis using correlation and regression analyses. As a result, in organizational culture, the variables of future orientalism and performance orientalism have a positive impact on public entrepreneurship. Also, the variables of framing the challenge to entrepreneurial leadership have a positive impact on public entrepreneurship. Finally, in factor of organizational structure, complexity has a negative impact on the public entrepreneurship, but centralization has a positive impact on improving public entrepreneurship. Through this research, we expect to draw some managerial lessons for South Korea which are in pursuit of public entrepreneurship based on statistical results from empirical analyses. This study also help to enhance our understanding of public entrepreneurship in South Korea.
