Affected by the aging population, family structure miniaturization and the expanding employment radius, the traditional way that aged people depend later life on their children is facing a dilemma, so that, how to provide for the aged in Chinese way has become a serious problem to be solved. In recent years, providing community services for elderly at home has become a new trend in China. This study involved the following topics, global aging population trend, the development direction of Chinese community home-based care services for elderly people, experience of developed countries in terms of community service. Literature research and comparative study will be taken as main methodology in paper. In order to explore the shortage of Chinese community care service for elderly, this paper compared the similarities and differences of practical experience of community care services for elderly between China and other developed countries, in terms of service provision, demands of aged, community support system. Through the analyzing of above aspects, we believe that we do have some findings with the gap between China and other developed countries in terms of home-based community care services for the aged. There are several paths to promote the development of Chinese community service model for elderly in proper way. This paper concludes to strengthen the dominant position of government; establish multi-level community service supply mechanism; actively promote the participation of social forces to build a higher quality community care service system for the elderly.
