The paper would draw on influential approaches discussed at your 2013 conference ‘Rethinking Local Governance to Enhance Public Services’ – such as networks (Rhodes et al. 1992; O’Toole 1997; Kickert et al. 1997; Klijn and Koppenjan 2000; Mandell 2001); cross-sector collaborations (Pollitt 2003; Bryson et al. 2005; Moore 2005; O’Flynn 2007; Stone 2004); and co-production of public services (Alford 2002; Bovaird 2007; Osborne 2010; Pestoff and Brandsen 2008; Pestoff, Brandsen and Verschuere, 2011). These would then provide a basis for opening-up a discussion about developing international networks, collaborations and comparative projects that help advance local governance theory, policy and practice.
