In managerial perspective, organization performance can be important even to government official. Particular democratic context highlight the official role as a civil servant, pay for government employees capacity leading governments organizational performance is very attractive idea.
There are many differences and similarities between western public administration and Asian public administration. The most interesting research questions appealing to both Western and Asian Public Administration Scholars are some of Asia countries dramatic growth rate in 20th Century. Compared to Western Countries, Asia has typical country achieved a dramatic growth throughout developing country’s status. Therefore many scholar wonder whether what circumstance or typical setting led to dramatic development. This study assume the Confucian values make that difference developmental type in Asia countries and examine whether effects on Government employee Performance or not especially in Korea and China.
In order to identify government employee performance, the preceding observations about the government official capacity is needed. In recent year, the aftermath of civil service reform official’s capabilities required for the future are emphasized. The more of these conditions practical approving requires of an impact on government performance. Furthermore if there are some significant relationships between them, It is important to indicate which characteristics mediate that relationship and in this case, in Asia countries Confucian values are influential.
In this study we use data collected from the public servants surveys conducted by Global Network Research (GRN): Park, Miao, and Moon. Data Collected in both Korea and China between March-july, 2015.
We use structural equation model for verify relationship with official capability (future require) and government performance, Confucian values moderating effects between them. We expect some interesting managerial lessons for both Korea and China Government.
