With the rapid economic and social development, it is becoming more and more complicated among social affairs, the limited governance boundary of government can not effectively solve the local governance matters, so local governments usually promote local affairs and department’s coordination through a large number of temporary organizations which called Leading Small Groups(领导小组). However, we find some interesting phenomenon when we take an observation of S District in Guangdong Province.On the one hand, the Leading Small Groups are sink in to a cleanup-adding reciprocating cycle, on the other hand, local governments usually give up some existing institutionalize mechanism just like the Super-Ministry System. Instead, they create large amount of Leading Small Groups for the local affairs. These phenomena can be attributed to a core question: why so many Leading Small Groups are created by local governments and what is the process and logic of its operation ?
The existing literature can not effectively respond to the phenomena what we just said. On the one hand, the researchers ignored the institutional context, "fragmented" and "political bureaucracy" characteristic of Chinese government system, for the impact of inter-departmental coordination. On the other hand, due to the limitations of resource dependence theory perspective, "power" is the essence of the process of construction and operation of cross-sector coordination and can not provide a valid explanation. Accordingly, this article regard "organizational autonomy" as core concept of analytic framework. This paper give rise to the introduction of "group mechanism" as "organizational structural system under the constraint of autonomy" communication and "technology strategic level organizational autonomy" in the middle of the mechanism (in view of the mechanism) for analysis.
This article find that "Compartmentalization Relations"(条块关系) and "Upward responsibility"(惟上负责制)constitute a structural constraint system of local government departments under Chinese government institutions and power structures context, In this structural system constraints, in the "department"(条条) position of departments and in the "region"(块块)position, it will supply different levels of resources and the difference of political support, thereby exhibiting varying degrees of sector autonomy. Under the operation of "Mechanism of Leading Small Group", the core sector construct two systems including the resource integrating system and implementing system through the "Leading Small Group itself" and "Leading Small Group Office" .With the operation with two systems, Under "borrowing authority"(借力权威) mechanism, "department bundling"(部门捆绑)mechanisms and "innovative mechanisms"(机制创新), on the one hand, the "authority" of local political elite embedded into Leading Small Groups institutionally, it transfer the "administrative work" in the single sector "department" position to "political task" in various departments in "region" position .It fully protect the core sector and departments to integrate resources mobilization effect; on the other hand, Under the "borrowing authority" mechanism , the core sector obtain the right to set the rules of the policy-making. Under "innovative mechanisms", it transfer the "political mission" to "administrative task". It fully protect the core sector can be fully implemented and has a certain stability. Under the operation of "Mechanism of Leading Small Groups", the core sector will enhance its autonomy.
