This paper deals with the problem of failure of a public institution in the systemic corruption environment on the example of local government and public procurement in the Czech Republic. The paper shows that a similar change in public institutions towards asymmetrical relations and networking has been appeared in both of environments – in systemic corruption and concept of governance. While with governance the changes are desirable and have positive effect to improve rule, in systemic corruption we can claim the changes are pathological and in favor of a profit of private actors.
