Public value as a term was coined in 1995 by Mark H. Moore in the historic work of Creating Public Value: Strategic Management in Government, since then public value has been conceptualized in various contexts like public, private and not for profit sectors. This proposed research aims to analyze public value in public sector. The purpose of this research is to synthesize and analyze the research work done on public value within the realm of public sector.
The proposed research topic is aligned with the overall panel topic as it would help understanding the factors or governance mechanisms responsible for the creation of public value in developing society context. The objective of the proposed research will be achieved by adopting “systematic literature review” as a data collection strategy. Roots of the research will be in “qualitative research” paradigm. Systematic literature review will be done from 1994 to date since 1994 is the year in which groundbreaking work of public value was done by Mark H. Moore. PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analysis) guidelines will be followed while doing systematic literature review. Tentatively, following research questions will be answered after a systematic literature review.
Research Questions
1) What are the various definitions of public value?
2) How public value can be created in public sector?
3) How public value is measured in public sector?
4) How public value is affected by various context factors in developing or transition economies?
The research will be significant in many ways; as it would provide a coherent view by streamlining and synthesizing all the knowledge about public value, it will help in differentiating between public value in the public sector and all other sectors. Similarly, definitions of public value will help us understand various other related terms and concepts.
Expected results to be reported would be comprising conceptualization of public value and various other mechanisms required for the creation of public value in a developing context specifically. It would help both academics and practitioners to have a panoramic view of public value and factors that can contribute in creating it or hindering it. It may also help us know how to measure public value and through systematic literature review, the most frequent way to measure public value may be discovered. At the end, through systematic literature review, future directions for researchers as well as practitioners will erupt. In total, the proposed research can contribute a lot both in theory and practice in an unprecedented way.
