It has been recognized that turnover intention would negatively influence on the organization. Nowadays, even if there has been high stability on the public official job, which is the value that Korean recognized very importantly, it has increased that public official who tried to leave their job and find new job in Korea. Drawn from the situation, it is meaningful for researchers to find and figure out the reasons and precedence for this phenomena. And, it can be said that organizational culture and trust have been perceived as factors which can impact on turnover intervention, especially in Korean context, by the social cognitive theory and social learning theory. Therefore, this will empirically analyze the relationship between the organizational culture(i.e. innovation-oriented culture and bureacratic culture), developmental and conflictual turnover intention, and trust in leader. We will conduct structural equation modeling analysis to achieve the purpose of this study. Based on the findings of the empirical analysis, this study aims to provide beneficial implications for further studies and management of public organizations and suggestions for policies on the basis of public values in Korea.
